State employees with claims processed by Anthem not affected by new ER rule

Anthem Blue Cross Blue Shield began denying some ER claims Jan. 1 when they determined the care was not for an emergency. Anthem is contracted with the state to process some policyholders' claims, but the employees are not affected by the new rule.
