Should restaurants be allowed to redistribute workers' tips?

The U.S. Department of Laborsays the proposal would help decrease wage disparities between tipped and non-tipped workers - an option now restricted by an Obama administration rule that'sbeen challenged in a number of courts. It would apply only to tipped workers who are paid minimum wage by their employers.
