Police failed to arrest Mansfield woman's killer

Records reveal that both the Richland County Sheriff’s Department and Mansfield Municipal Court Probation failed to arrest the killer of Kaitlyn Star Carroll-Peak, 22, of Mansfield just days before her murder.
