Language for contentious Issue 2 prescription drug measure OK'd for ballot

Despite a contentious battle over a proposed prescription drug law, the sides before and against it agreed to a summary of the measure for the Nov. 7 ballot. Issue 2 would require the state pay no more than the U.S. Veterans Administration for medicine.
