Cleveland police problem started at the top: Phillip Morris

The problems that led to the shootings of Timothy Russell and Malissa Williams started at the top: Leadership that did not adequately train or discipline officers, and a culture lacking accountability. The officers who pursued the pair should be held accountable. But so should many others throughout the command structure.
