Budget amendment would strip cities of authority to address lead poisoning

Cities like Cleveland and Toledo have recently taken steps to pass laws and enact policies that would proactively protect children from lead hazards in rental homes. A state budget amendment, if passed, could strip them of the power to tackle the problem locally.
