Niagara Falls man charged with drinking before hit-and-run

TOWN OF NIAGARA, N.Y. (WIVB) — A witness to a hit-and-run accident helped police track down the accused driver after following the vehicle back to a home in Niagara Falls.
Police say after a hit-and-run on Miller Road, they received a phone call from a witness who followed James L. Russ, 66, back to his Niagara Falls home, prompting officers to respond.
New York State Troopers say they interviewed, tested and evaluated Russ, then arrested him. Police say he struck another vehicle whil
