Gov. Cuomo talks long term plans following discharges into Niagara River

NIAGARA FALLS, N.Y. (WIVB) — On Thursday morning, Gov. Andrew Cuomo came to Niagara Falls to discuss a number of things, including Tesla, cashless tolling and voter turnout.
