Cops: Man driving without headlights charged with DWI

JAMESTOWN, N.Y. (WIVB) — Police charged a 57-year-old man with felony DWI after they say he was seen driving without headlights in the middle of the night.
State police report that Richard F. Katzenberger was heading down Second Street in Jamestown at around 2:30 a.m. on Sept. 11 when he was pulled over and failed field sobriety tests.
Katzenberger was then taken into custody and charged after refusing to take a breathalyzer test.
