18-year-old charged with endangering incompetent/physically disabled person

WELLSVILLE, N.Y. (WIVB) — An 18-year-old Rushford woman was arrested by Wellsville police.
Kimberly Litchner was accused of first-degree endangering the welfare of an incompetent/physically disabled person — a felony charge.
She was given a court appearance ticket and released. Litchner will be back in court on February 20.
