Driver Involved In Fatal Hit And Run Turns Self In

BALTIMORE (WJZ) — Maryland State Police say the driver involved in a fatal hit-and-run crash on I-83 at 695 early Sunday morning turned herself in to troopers at the Golden Ring Barrack late Sunday afternoon.
Troopers say the driver, 30-year-old Whitney D. Flanigan, from Pikesville, was driving a 2001 BMW X5, registered in Pennsylvania.
MSP say the crash happened just before 1:30 a.m., on the ramp from the northbound Jones Falls Expressway to the outer loop of I-695.
