Billions Being Spent To Fix Baltimore’s Aging Infrastructure

BALTIMORE (WJZ) — Baltimore is spending billions of dollars to fix its aging infrastructure, and WJZ was allowed rare access to one of the largest projects–the Back River Wastewater Treatment Plant.
