Wrangling over culvert ends in vote for horses

A group of southwest homeowners who own horses are sitting tall in the saddle after a key win at the latest Bakersfield City Council meeting.

Twelve residents of the Quailwood development southeast of Truxtun Avenue and Coffee Road spoke out against Councilman Bob Smith's plan to pave a path from the Kern River Parkway bike trail to a culvert under Truxtun.
