Woman chained to overpass drew large crowd, no help

CHP investigators confirmed Friday morning that a woman was found in the fetal position chained to the overpass near Golden State and F Street just after 8 p.m. Spokesman Robert Rodriguez said a large crowd was gathered around the woman and several people were taking pictures, but no one was helping her.
