Taking clean up a notch at Green Expo

At some point between picking up the discarded Doritos bags, stained mattresses and fully loaded diapers while serving on the mayor's semimonthly volunteer crew, a thought occurred to Tom Burch about the city's litter problem: "Two weekends a month is not going to clean up Bakersfield."
