Sister questions why no arrest yet in deadly crash

An emotional Debra Allen spoke Monday about the loss of her brother, 60-year-old Oscar Stonebarger, who was riding his bike Feb. 7 when he was hit by a vehicle on the 2800 block of Taft Highway.
