Regulators penalize PG&E $1.6 billion for deadly pipeline blast

California Public Utilities Commission voted Thursday to penalizePacific Gas & Electric Co. $1.6 billion for a 2010 gas pipelineexplosion that killed eight people and destroyed more than three dozenhomes in suburban San Francisco.
