Neighbor complains of drag racing and illegal dumping

A southeast Bakersfield man complains illegal drag racing and illegal dumping are making his neighborhood dangerous and ugly. Bakersfield officials say they respond when they hear about the problems, but the neighbor hopes for more effective solutions.
