Local swimmer to represent at Special Olympics

Yesterday the Special Olympic flame was brought through downtown Bakersfield on its way to Los Angeles for next week's World Games. Joining the flame in L.A. will be one of Kern County's own. Bakersfield's Philip Garcia will be the only athlete representing Kern County.
