HECA emails suggest wrong-doing
Newly-released emails suggest a pattern of backroom deals between a PG&E executive and the former state Public Utilities Commission over the Hydrogen Energy California Project set to be built near Tupman.
The $4 billion project would burn coal to produce electricity, fertilizer and CO2 that could boost nearby oil production.
