HECA chief: We're down but not out

Hydrogen Energy California has had problems lately, but it would be premature to terminate the $4 billion clean-coal plant proposed for eastern Kern County, the project's top executive said this week in an email to regulators and potential customers.
Monday's email by HECA CEO Jim Croyle counters opponents' recent request that the California Energy Commission quit the project's regulatory review because of the company's lack of progress on the 200-worker chemical and power plant.
