LIVE: Tropical Storm Harold to make landfall in Texas today

AUSTIN (KXAN) -- Tropical Storm Harold officially formed in the western Gulf early Tuesday morning -- the ninth storm of the Atlantic hurricane season. The system currently has 45 mph sustained winds and is racing west/northwest at 18 mph.
