'Justice delayed': Hays County has backlog of +5K unfiled criminal cases

HAYS COUNTY, Texas (KXAN) — Newly elected Hays County District Attorney Kelly Higgins said they are dealing with a backlog of more than 5,000 unfiled criminal cases.
