William M. Harton, who has been teaching in Southern University at Greensboro, Ala., is expected to arrive tomorrow to spend a month at his home here before going to New York to spend a year in Columbia University, where he has been given a fellowship. The War Department approved the location of a $33 million fuse and detonator plant for Jacksonville.
