Laguna Niguel city leaders' plans to develop a "downtown" dining and entertainment district on county-owned land near City Hall have been quietly scuttled after county supervisors voted to call off a proposed deal with the project's developer. The $150 million project - dubbed the Agora Arts District - had been touted for about two years as a way to provide residents of the sprawling, suburban South County city with a central gathering point akin to those in larger urban cities.
