Orange moves toward electing council members by district

Orange has taken its first step toward converting to district-based city council elections starting in 2020.
The Orange City Council on Tuesday, April 23 voted unanimously to have consultants collect demographics and other data for the city to create a district map.
Under the district-based system, the city would be carved into geographic districts and the pool of voters in each section would choose a representative to the council.
