Marc Levine’s bad solution to a nonexistent problem

Sacramento is once again looking to solve problems that don’t exist, this time in the form of a bill requiring everyone vote — or else.
Or else what? Who knows. One of the asinine features of the bill is that it defers responsibility of creating a punishment to the secretary of state.
Of course, we can probably be certain there would be a fine, a democracy tax, if you will.
