Re: “Transfer rules spark discussion” [News, June 28]: A more accurate headline would have been: “School district forces Latino students to stay in failing district.” Anaheim Union High School District has an overwhelming majority of Latino students. Now, the district has tightened its transfer rules in order to deny children the chance for a better education.
