Legislature should wash away pointless shampoo-bottle ban

California lawmakers always have proposed meddlesome regulations that were more about making some broad point than serious policy. In years past, however, proponents would speak out about whatever problem concerned them, but then the measure would die in committee. These days, even the most questionable ideas have a good chance of becoming law.
