If the federal government shuts down tonight as Congress finds itself deadlocked on a spending plan amid squabbles over immigration and the military, the country won’t be out of business.
Most key functions will go on as usual:
Social Security and Medicare payments continue.
Food stamps will be distributed.
Your mail will be delivered.
National-security activities, such as
