How far can the supermajority go to appease its activist base?

The interesting thing about a supermajority is that it can’t say no.
That is, it can’t say no to the activists and donors whose efforts put the supermajority into power. To everybody else, it’s a chorus of “no.” No straws. No single-family zoning. No gasoline-powered cars.
When saying yes to the activists means saying no to the voters, the specialized skills of the professional elected official can be sorely tested.
