Change is coming to the L.A. DWP a " again

The retirement of Department of Water and Power General Manager Marcie Edwards means the next big decision about Los Angeles' giant utility will not come from the boss's office. It will come from L.A. voters when they decide on a Nov. 8 ballot measure setting out changes in the way the DWP is run.
