California cities should work together on homeless issues

California, home to a quarter of the nation’s homeless population, “does a poor job of sheltering this vulnerable population,” reports the state auditor.
Noting that there were 137,000 homeless people living in California as of January 2017, the auditor reported that California not only has the highest homeless population in the nation, but also the highest rate of unsheltered homeless individuals, with two-thirds of the homeless living without shelter.
