Are California theme parks too risky to reopen?

California theme parks have been lumped in with professional sports arenas, convention centers, major festivals and live indoor concerts as too risky to reopen right now during the COVID-19 pandemic.
But are theme parks riskier than the bars, churches, movie theaters and gyms that have been allowed to reopen with restrictions in parts of California?
