Anaheim’s CWA leaves out non-unionized workers: Kevin Garrett

This month, the Anaheim City Council voted to implement a Community Workforce Agreement (CWA), otherwise commonly known as a project labor agreement.
The city’s stated goal is to hire a local workforce for public projects, including veterans and disadvantaged workers. While this is a worthwhile and important objective, the actual effect of the CWA will prioritize local workers who have joined a union over those who did not.
To be sure, a worker should have every right to pay for union repr
