Anaheim council looks poised for shift

ANAHEIM The City Council overseeing Orange County's most populous city is taking shape, and likely changing from what some observers say was a council too focused on the resort area. Incumbent Jordan Brandman conceded his bid for the seat in Anaheim City Council District 3 to challenger and Long Beach State professor Jose F. Moreno.
