Rooftop vandal closes Central Ave between Pennsylvania and Rhode Island

Eastbound and westbound lanes are closed on Central Ave between Pennsylvania and Rhode Island as Albuquerque authorities negotiate with a man standing on top of a building that is refusing to come down and vandalizing the property.
