Mayor seeks to boost spending without raising taxes

At a time when the state budget is looking shaky and the Bernalillo County budget is looking worse, the City of Albuquerque is seeing some growth in tax revenues. Mayor Richard Berry wants to increase spending by about $14 million without raising taxes or fees.
