Bill heightens penalties for rioting against oil pipeline

BISMARCK, N.D. (AP) — A North Dakota lawmaker urged colleagues on Monday to slap tighter penalties on people involved in riots, the latest measure the Republican-controlled Legislature is considering that was spawned by ongoing protests against the Dakota Access oil pipeline.
