Did Sen. Corker violate SEC rules, Senate ethics by telling investors to short GSEs?

Is it acceptable conduct for a sitting Senator, one who site on the Senate committee regulating housing and directly affecting the GSEs, to recommend shorting Fannie Mae and Freddie Mac?
