Build Now, Accommodate Later Doesn't Work: Eighth Circuit Rejects ADA Defense to Zoning Violation

A Minnesota county lawfully denied an after-the-fact permit for an unpermitted concrete boat ramp where the landowners raised ADA accommodation only after violating zoning requirements, as Title II's duty to accommodate attaches when the entity learns of the need before or during a project—not retroactively to excuse existing violations.
