WhatsApp, Viber blocked during Montenegro election day

PODGORICA, Montenegro (AP) — Montenegro's opposition claimed on Monday that an inconclusive parliamentary ballot was packed with irregularities, including the blocking of popular messaging services WhatsApp and Viber by authorities on election day.
