US defense chief calls alliance with Philippines 'ironclad'

HANOI, Vietnam (AP) — U.S. Defense Secretary Ash Carter has described the U.S.-Philippines alliance as ironclad, one day after the Philippine president said joint military exercises with the U.S. would end.
