Yes, Europe, we have an agreement. Sometime between now and the end of the year, the bloc will stop buying most -- certainly not all -- Russian oil. The tweet announcing the agreement came from Charles Michel, President of the European Council minutes before midnight Tuesday. But in the end, after 26 long and hard-fought days, it was a Pyrrhic victory.
