Cost of M3 upgrade soars by £70m

The cost of the M3 Junction 9 Improvement scheme near Winchester in Hampshire has jumped from £210m to £280m.
The Government confirmed the latest budget as the scheme was granted ministerial approval today despite site preparation work starting five months ago.
