Morning Update: Strap In

Wisconsin Governor Scott Walker presented a budget this week that’s got liberals on the warpath. His budget calls for drug testing for those who want government handouts. He wants to expand school vouchers. And reduce spending on the University of Wisconsin System. Oh. He intends to keep a campaign promise to lower property taxes.
