Morning Update: Leadership

Bruce Rauner, the Republican Governor of Illinois, has filed a federal lawsuit to end the requirement that people who don't want to join a union have to pay union dues. Two dozen public employee unions are named in the suit, which seeks to declare so-called “fair share” union dues unconstitutional.
