Morning Update: Jail Hell

The ACLU and a bunch called the Public Justice Center have filed legal papers asking a federal judge to reopen a lawsuit against the state of Maryland. They claim the substandard conditions at Baltimore’s notorious city jail violate the Constitution and public health laws.
