Have You Ever Heard of a "Rush Limbaugh Amendment" in the Senate?

RUSH: Apparently this is a term widely used in the United States.  "Eh, that's another Limbaugh amendment," and I don't even know about them.  Apparently within the halls of the US Senate, the senators live in fear of these votes.
