GOP congressional leaders rule out torture

The two leaders of Congress -- House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell -- definitively ruled out legalizing torture Thursday, following comments President Donald Trump made recently saying that he believes practices such as waterboarding are effective.
